Jim Bonacci developed Happy Wheels, and Fancy Force is the company and publisher behind it. The Steam listing and the official Totaljerkface.com site identify them the same way.

Yes. The complete game runs at Totaljerkface.com on its JavaScript version, which replaced Flash in December 2020 and kept the same user, level and replay database. The old Flash build is still hosted separately by the developer.
